Ok well if you've ever played infamous you know you can take back territory taken by the reapers, dust men, etc. Well, I've gotten 100 percent of the territory in the neon district and the historic district. I'm close to getting 100 percent in the warren also, but for some reason there is no side mission to get the last bit of territory. Why is this?

Might need to go further in the story.
If you have beaten the game then I have no idea.
Try getting other stuff like the Audio from the satellites ect. Then it might open up some side quests.

k. Well I've gotten through the story as a hero and gotten all the audio things (dead drops) so idk. It's making me mad, i want all the trophies. Maybe i need to get all the blast shards or something.

There is some Missions that only appear when you're infamous that don't appear when you're a hero

I finally got it. It wasn't showing on the map and it was by a very slim chance i found it.

Infamous is way more fun than being a hero. :)

I know. I'm playing it again as a bad guy. I don't know what's wrong with me but for some reason it makes me feel bad when i hurt/kill random people on the street. And yes i know they're not real.
