Why can't I change my avatar?

I can't change my avatar for some strange reason. Is this normal?

Yes it is. New members don't have a lot of privileges. Get 10 posts and be a member for 24 hours in order to gain access. Read all rules and faqs of the forum for aswers to such questions next time.
