Some of you might remember the flood that hit Jeddah in November 2009 and killed people, and caused chaos. Back then 90 milimiters fell in 4 hours.

Mansour Al-Mazrouie, head of the department, said Wednesday's volume of rainfall exceeded the 90 mm recorded in four hours during the Nov. 25, 2009 flash floods that killed at least 123 people and damaged thousands of vehicles and homes.
The average amount of rain during the winter months (November to January) is about 51mm
Eyewitnesses told Arab News that East Jeddah was swamped and floodwater was rushing west toward the Red Sea, turning streets into rivers once again.
Witnesses say Um Al-Khair dam has been breached, flooding nearby neighborhoods.
Water in Al-Hamra district was waist-deep in some places and some schools were keeping students from leaving.

I called my gardener and he said where I live is everything ok, cuz I kinda live on a hill so all the water goes down pretty much thank god and my car IS OK! I was so worried.
A fire hit one of the main malls and the State of Emergency has been called out  Rescuers are everywhere on boats, electricity cut, traffic lights shut down... yeah its a complete disaster.
What I don't understand is how can such a rich city like this, WHO HAS EXPERIENCED something similar to this 2 years ago not learn from the past?! The city has loads of money then how come such a rich city like this can't deal with this?! >:(
