Taling to networked computers

Hi guys,
I was wondering if anyone could tell me how i coul send messages to other computers on my local network.

NOTE: im running Windows 7 Ultimate and all the other computers are running Windows 7 Home premium.

so i can send a messgae through the CMD without third party sofware and it comes up as a popup on their screen
