This question is mostly addressed towards people working in the gaming industry, however, feel free to join in if you feel like you can make a valid point.
Let's assume that I have an idea for a game that I think can sell well, but I don't have the necessary means to create it myself nor do I have the funds to hire somebody to do it. I need the help from a company that actually builds games. And let's also assume that I'm working in the gaming industry and I can present this to somebody higher up in the company and he/she will at least look over it.
My question is this: What exactly do I need to present to that person for him/her to at least look at?
And by that I mean some hand drown concept? A basic story line? A level/map/quest/mission from start to finish? What?
People working in the gaming industry, please, help me out here!

That would entirly depend on who you where presenting to and how they operate. For example when the game Dead Space was conceptualized the guys who wanted to make it worked in the game industry and made a pie slice to sell it. A pie slice is a demo of a single level that embodies the goal of the game. If you dont have background in the field or access to the kind of licence for the tech you need then this obviously is not the route for you. A pie slice is sometimes how developers sell game ideas to publishers.
Barring the possibility that you are a developer or work for a dev company you should read this article:

I'm with Bob. Give them a demo and details on the game. Like backstory and such. I'm sure that gameplay/question systems/other stuff will be changed by the devs to fit the market and fit into a budget
