Rainbow Six: Vegas, a good game!

Alright, Rainbow Six: Vegas, is great, and just started playing and got the achievement "Tough Hombre," by completing Border City in story mode and I love it. Now I am on the casino in Vegas. But I have a question.

(NOTE: If you haven't played the game, this may be a bit of a spoiler)

I don't understand. I thought the terrorist's, 'Tangos' were only supposed to be in Mexico. Because I see I'm battling them in Vegas too. So that is kind-of really easy to figure out that the 2 partners you had before are in Vegas. So my question is, "Why are the Tangos in Vegas?"

I still need to pick this up before #2 comes out this year. Seen it the other day at Gamespot but decided to get Warhawk and Stranglehold..awesome games btw.
