This is a good tool to use with renders and stock images. It really increases the quality sometimes.
I use this with MANY of my pieces.
This should work with versions PSP 7 and up because the controls are remotely the same.
1. Open up an image you want to use this with. Here's mine:

2. Go to the menu bar and click 'Adjust > Sharpness > Sharpen'.

3. Now go to the layers section on the right and right click your background layer. Click duplicate.

Now you should see something like this:

4. While having the duplicated layer selected go to the menu bar and click 'Adjust > Blur > Gaussian Blur'. Don't change anything on the menu, just click 'Ok'.

5. Go to the 'Blend Mode' on your layers palette and click 'Overlay'.
